Leslie Winik

Leslie Winik


Leslie is the founder and managing director of Blue Capture Consulting, whose winning track record has earned her a loyal following among small and mid-sized government contractors. As a capture professional, Leslie has shepherded more than $1 billion in successful government contracts and managed more than $500 million in projects as an IT PM over her 20-year career.

She is a specialist in project and program management, strategic and business planning, IT governance, CIO advisory, and information technology modernization. She has managed program teams for some of the largest programs in the Department of Homeland Security (DHS), including the original start-up of the USCIS Transformation Program and the ICE Atlas Program.

Leslie is also an experienced full lifecycle business developer and proposal manager with the ability to quickly prepare a compelling, logical, and compliant proposal response to an RFP. During her career she has helped several small businesses to win their first prime contract, created business development processes, generated a pipeline of qualified opportunities and quadrupled proposal output. Leslie`s accomplishments include GSA MOBIS and IT-70 contract awards throughout the federal government, IDIQ/BPA awards such as CDC CIMS, DHS EAGLE, CIOSP3, DHS TACCOM, DHS TSA OASIS, DHS ICE O&M BPA, and the VA Standards BPA to name a few. Some of her best known wins include an $180 million contract to provide grant solutions consulting expertise and IT support to the Administration for Children and Families (ACF) administrative, program offices, and 40 partner agencies and a $50 million contract to provide program management services to the USCIS Office of Transformation Coordination IT Transformation Program. 

Leslie also teams with Hurley Consulting Group to provide orals proposals coaching and slide development support - which has resulted in contract wins for DoS Vanguard contracts, GSA Federal Service Desk, and GSA Asset and Transport Management Helpdesk.

Sarah Shell

Sarah Shell


Sarah has over 20 years of experience providing consulting services to the federal government and private sector and writing winning proposals. Sarah is a Project Management Professional (PMP) and a Certified Government Financial Manager (CGFM). She has a Master of Business Administration (MBA) from the University of Maryland and an undergraduate degree in Communications. As a former Director at PricewaterhouseCoopers and Senior Manager at Deloitte Consulting, Sarah provided services to federal government projects. Her support has included program and project management, financial management, strategic planning, and business case development, among other services. She has also developed methodologies and frameworks and documented best practices. Throughout her career she has led and written proposals from capture to submission and participated in orals proposals and post-award start-up.

Sarah’s role at Blue Capture allows her to put her experience into practice by developing teaming strategies, win themes, and technical solutions. In addition to writing the technical, management, and pricing volumes of proposals, she also creates graphics and ensures compliance for all proposals.

Vivian Riboli

Vivian Riboli


Vivian has over eight years of experience working for private consulting firms in the U.S. and Brazil. She has worked at Blue Capture for two years, supporting and managing the entire proposal-writing process, including analyzing solicitation requirements, developing proposal outlines, creating proposal-development schedules, building initial writing templates, creating and reviewing compliance matrices, and developing staffing plans. In addition, she researches technical and business strategies for use in proposals as well as designing customizable past performances and resumes.

She has a Master of Business Administration and an undergraduate degree in Business Administration. Prior to working at Blue Capture, she worked for a think tank in Brazil as a Human Resources Consultant, where she coordinated the development of several research projects, including the development of organizational structures that would increase work-process efficiency, internal communications, and employee engagement and performance.

Erin Cook

Erin Cook


Erin has three years of experience writing proposals for an $8 billion Fortune 500 company. She assisted 52 sales representatives in all 50 states with proposal development and RFP response. Erin has excellent interpersonal skills and is adept at concept development, solutioning, and document formatting and branding. She has also managed a data depository of 25,000 documents across a broad spectrum of service industries.

Her 13 years as a military logistician give her valuable insight into Department of Defense needs and helps her to create content consistent with military requirements. She is skilled at project management and developing process workflow across a variety of industries.

As an Air Force Reservist, she is currently assigned to the Joint Staff and proficient at creating critical information and presenting it to senior leaders. Erin also has a current lTS/SCI clearance and is adept at working with sensitive information.

Her attention to detail and ability to adapt to changing problem sets distinguish her as our “go to” for creative problem solving, technological solutions, and innovative strategy.
